JSI Research and Training Institute, Inc. (JSI), a Boston-based public health management firm dedicated to providing high-quality technical and managerial assistance to public health programs throughout the United States and the world, is currently recruiting for a Chief of Party for the anticipated USAID Health System Strengthening (HSS) Flagship] project in Indonesia. Building on USAID investments, the HSS Flagship scope will focus on improving accountability, health system performance, and health outcomes (especially for Maternal and Child Health, Tuberculosis, HIV, and Global Health Security) based on performance-based and sustainable health financing, a strengthened health information system, resilient human resources for health, integrated care models, and a strong evidence-to-policy pathway. The upcoming USAID HSS Flagship project in Indonesia is a five-year, $25-$50M dollar activity. The Chief of Party will lead the overall design and implementation of this project, will supervise all activities under the cooperative agreement, and have overall responsibility for the successful performance of the technical assistance team. They will manage project staff, financial resources, and partnering agreements, provide strategic direction to senior technical staff/consultants, and ensure the quality, operational efficiency, integrity, and compliance of all activities. The Chief of Party will be the project’s main point of contact with USAID on routine and strategic matters. They will also ensure effective coordination and communication with the host country government at all levels and serve as the official representative of the project with the stakeholders, partners, and other donor agencies. They will facilitate collaboration across the geographic scope of the project and identify opportunities for knowledge transfer.
This position will be based in Jakarta.
RESPONSIBILITIES
- Provide overall leadership and strategic vision for the project.
- Provide technical oversight to developing, implementing, and assessing interventions needed to achieve project objectives.
- Ensure that technical assistance and services provided under the cooperative agreement are in line with USAID rules and regulations and appropriate for meeting the project objectives.
- Function as the primary liaison between the USAID and other collaborating agencies on all programmatic, administrative, and financial matters related to the project.
- Direct localization strategy to ensure locally-led priorities, contextualized capacity strengthening, and engagement of local organizations.
- Ensure supervisory and accountability systems are in place for all international and local sub-partners, long-term and short-term advisors, consultants, and staff.
- Mobilize all technical assistance needs to achieve project outputs/outcomes, including developing scopes of work, recruiting consultants, and executing all institutional TA and service sub-agreements enacted under the prime cooperative agreement.
- Ensure management systems with standard operating procedures are used to implement all activities.
- Assure healthy financial management and budget execution of the project.
- Work with JSI US-based backstopping and country management support staff to ensure responsive and efficient project operations.
- Oversee an annual project cycle that formulates comprehensive annual cooperative agreement work plans and budgets in accordance with the USAID annual planning cycle and assures timely fund disbursement.
- Ensure all reporting requirements for the cooperative agreement, including quarterly and annual activity reports, are produced and submitted in a timely manner.
- Ensure systems and processes for adaptive monitoring, evaluation, research, and learning are in place and that project learnings are documented, institutionalized, and disseminated.
- Identify and keep track of new business opportunities in Indonesia, communicating them to the relevant JSI BD entities.
QUALIFICATIONS
- Master’s level education/training (or its equivalent) in Public Health, Health Services
- Administration, International Development, or a related field is required. MD or PhD is preferred.
- At least 10 years of experience managing global health programs with a focus on strengthening health systems in LMICs is required. Indonesia experience preferred.
- Experience in senior-level leadership positions on USAID or other donor-funded projects of similar scope and complexity (at least $25M awards). Indonesia experience preferred.
- Specific expertise in one or more of the following technical areas: health systems strengthening (HSS), human resources for health (HRH), health information systems (HIS), service delivery, and/or quality improvement preferred.
- Proven ability to form partnerships with national governments and work with local partners and stakeholders in the health sector required.
- Experience working in partnership with U.S. Government agencies, international donors, or other multilateral agencies is required.
- In-depth knowledge of USAID projects, regulations, compliance, and reporting required
- Fluency in English with strong oral and written communication. Written and spoken fluency in Bahasa is preferred.
- Comfort and familiarity with representing the Project and JSI at external events, technical working groups, and international forums preferred.
- Ability to multitask and balance competing priorities within tight timeframes.
- Ability to travel to project geographic sites required.
