The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.
PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalisation in the context of Russia’s aggression.
PFRU is seeking to hire a subject matter expert on Community Engagement on the Research, Monitoring, Evaluation, and Learning (RMEL) component to lead on a research piece, including devising a plan in accordance with the agreed research questions and methodology, conducting desk review, interviewing relevant stakeholders, and analysing results.
Duties and Responsibilities:
The research effort aims to produce a learning product that informs PFRU and its stakeholders on the challenges for developing a two-way interaction between community members and local government, and identifying successful participatory approaches that ensure the inclusion of community needs and views in local decision-making processes and those that strengthen local civil society and ultimately community cohesion.
- Devise a research implementation plan and coordinate with PFRU components and any external service providers for data collection.
- Conduct a desk review of qualitative and quantitative studies on local communication capacities, community and civic engagement in Ukraine, including opportunities and challenges.
- Conduct desk review of internal PFRU documents to-date and open-source surveys on local capacity assessments and perceptions and sustainability surveys.
- Review project documents, reports, and meeting minutes to understand the strategies, activities, and outcomes documented throughout the project lifecycle.
- Develop and conduct surveys with community members, where needed, to assess their perceptions of communication effectiveness, their communication skills, and their level of engagement with the local government before and after the project implementation.
- Triangulate and analyse findings from the various data sources and conduct a ‘findings validation session’ with components.
- Coordinate closely with the team / individuals engaged in the strategic communications learning workstream.
- Draft the findings report, including a set of recommendations for community engagement and participatory approaches.
- Prepare a presentation slide deck and present the findings to PFRU and its stakeholders.
- Perform other related tasks as requested by the Stabilisation Advisor.
Qualifications:
- University degree in a relevant field.
- At least 5 years of demonstrated experience in research and evaluation efforts.
- Demonstrated expertise in community engagement and participatory approaches in the Ukrainian context.
- Strong analytical and problem-solving skills.
- Strong communication and presentation skills.
- Fluency in English, written and spoken. Knowledge of Ukrainian is strongly preferred.

Duration of Appointment: 2 months (up to 20 days a month)
Location of Assignment: Remote/Ukraine: field visits will be required.
