JSI Research and Training Institute, Inc (JSI), a global nonprofit dedicated to improving lives around the world through greater health, education, and socio-economic equity for individuals and communities.is currently recruiting for a Deputy Chief of Party (DCOP) for the upcoming USAID-funded Digital Health Ecosystem Activity (DHEA) in Kenya. The purpose of the DHEA is to increase country ownership and management of one national integrated and comprehensive sector-wide health information ecosystem to achieve health systems outcomes of equity, quality, and resources optimization. To achieve its goal, the activity will create an integrated digital health solutions, infrastructure, and services provision ecosystem; and enhanced digital health ecosystem vision, strategy, and governance capacity; and strengthened strategic partnerships and collaborations to sustain investments in the digital health ecosystem.
Job Summary:
The DCOP will be responsible for coordinating all interventions of the DHEA and providing technical oversight of the project staff. The DCOP will assist the COP in overall project leadership and liaising with the Government of Kenya, USAID, and other key stakeholders. The DCOP is a member of the Senior Management Team of the project and reports to the Chief of Party. Responsibilities shall include the overall coordination program implementation activities in order to strengthen systems to deliver equitable, quality, integrated local level public health services.
This position may be based in Nairobi or other location to be determined.
RESPONSIBILITIES
- Support COP to provide overall leadership and strategic vision for the project
- Responsible for assuring that all technical assistance and services provided under the cooperative agreement are technically sound, in line with USAID rules and regulations, and appropriate for addressing the objectives of the Activity.
- In the absence of the COP, serves as Acting COP and the project’s key representative with the USAID and other collaborating agencies on all pragmatic, administrative and financial matters related to the project.
- Assist in directing the program’s localization strategy to ensure locally led activities, tailored capacity strengthening, and engagement of local organizations.
- Supervise and assess the performance of senior staff and ensure supervisory and accountability systems are in place for all long-term and short-term advisors, subpartners, consultants and staff.
- Provide leadership in developing, implementing, and assessing interventions at facility and community level.
- Coordinates with the MEL Director to ensure systems and processes for comprehensive and adaptive monitoring, learning and evaluation of the program.
QUALIFICATIONS
- Master’s level education/training or its equivalent in Public Health, International Development, or a related field. MD or PhD preferred.
- At least 8 years of experience managing international programs in developing countries with a focus on integrated local-level public health services.
- At least 5 years of experience in progressive leadership positions on projects of similar scope and complexity ($25M+), including experience creating and managing project work plans.
- Extensive experience in managing health system strengthening programs to address persistent issues related to health access, equity, and quality of care.
- Fluency in English with strong oral and written communication.
- Comfort and familiarity with representing the Activity and JSI at external events, technical working groups, and international forums.
