The Technical Director for Climate Action & Resilience at Global Communities is a member of the Food Economic & Climate Security (FECS) technical team. They will advance Global Communities’ work in the areas of climate change and resilience building across Global Communities technical groups and develop program approaches addressing climate change and related resilience building. S/he will support Global Communities’ Humanitarian Assistance group in designing and supporting resilience-building approaches in crisis and recovery responses that are consistent with Global Communities organization-level approaches. This position will develop and articulate Global Communities’ approaches in addressing climate change and climate resilience, and provide relevant technical leadership, technical excellence, and thought leadership/visibility. They will be responsible for positioning Global Communities’ portfolio growth in climate change programming, strategically positioning the organization, and leading resource capture efforts. The Director will establish climate action quality standards within Global Communities and ensure the performance, impact, and learning from relevant development programs. The Director is responsible for portfolio growth in climate change, adaptation, and resilience building.
Responsibility Area: Management and Leadership
- Lead the process of defining Global Communities organizational level Climate Action strategic vision and approaches across multiple technical areas ensuring climate change and resilience building are integrated throughout Global Communities’ global project portfolio.
- Lead Global Communities’ portfolio growth of climate action and resilience programs and refine/develop related technical approaches in climate change adaptation and resilience building at the community, regional, and national levels employed in program design and implementation.
- Lead identification and crafting of strategic alliances/partnerships, project innovations, learning, and related research and thought leadership related to climate change & resilience building.
- Actively promote collaboration and cooperation across departments, technical teams, and country teams supporting/implementing climate change and/or resilience programs in design, management, knowledge capture, and organizational learning.
Responsibility Area: Technical Excellence
- Serve as Global Communities’ focal point in climate change adaptation and resilience building at the organizational, country, and program levels.
- Lead the development and rollout of organizational-level climate action strategies and related quality standards, and practices.
- Provide technical leadership in proposal design and technical support of relevant field programs during start-up and implementation, and lead knowledge capture from relevant program learning.
- Provide state-of-the-art technical assistance to project teams to plan, design, monitor, and evaluate climate adaptation and resilience activities/approaches; conduct technical reviews of workplans and reports; and provide in-person technical field support.
- Serve as a technical representative on Project Support Teams having climate adaptation and/or resilience-building activities. Monitor technical performance and work closely with Global Operations to ensure technical quality and impact.
- Support the expansion of GC’s food climate adaptation and resilience-building approaches through technical differentiator development, participation in working groups, and elevating Global Communities’ visibility.
Responsibility Area: Positioning and Resource Development
- Develop a Global Communities growth strategy for climate change and related resilience building.
- Lead the development and expansion of a Climate Adaptation and Resilience Building program portfolio in collaboration with the Strategic Growth and Partnership new business development unit, Program Operations, and Humanitarian Assistance.
- Identify high-priority donors including private sector partners and mobilize resources for new climate adaptation and resilience programming.
- Dedicate 50% or more time to leading new business development opportunities including prepositioning, directing proposals, and providing technical leadership and content development in relevant submissions.
- Provide quality control and design integrity in relevant proposals, participate in staff selection, and review budgets in submissions.
Responsibility Area: Thought Leadership and Organizational Visibility
- Lead climate action thought leadership across Global Communities technical areas and humanitarian assistance & recovery programming.
- Lead Global Communities’ visibility efforts promoting our work in climate action, adaptation, and resilience building.
- Cultivate Global Communities’ relationships with key donors including government and private sector donors.
- Serve as Global Communities’ point of contact in relevant networks and forums in DC and elsewhere, ensuring that Global Communities’ work is well known and position the organization as a recognized implementer in relevant programming.
- Identify, cultivate, and facilitate participation in appropriate networks and alliances.
- Publish key learnings via journal articles, conference proceedings, social media, and internal papers.

KNOWLEDGE, SKILLS, AND ABILITIES:
- History of leading design and technical support in the relevant technical areas of this position.
- Extensive knowledge of climate adaptation and resilience-building principles and evidence-based approaches.
- Demonstrated experience in leading competitive and successful proposal development in donor-funded climate change and resilience-building programs.
- Direct donor-funded program design and implementation experience within climate adaptation, and resilience building preferably with a focus on BHA Resilience Food Security Activity (RFSA) and Humanitarian Assistance programs.
- Team skills and ability to work effectively in a team environment with both technical and non-technical staff.
- Ability to acquire knowledge of emerging development approaches in climate change and resilience building quickly and apply it without supervision.
- Strong capacity to work both independently, as part of a team, and across different teams.
- Excellent public speaking and networking skills.
- Excellent English oral and written communication skills; ability to effectively communicate with others.
- Familiarity with Microsoft Office suite (Office 365 experience preferred).
- A passion for the mission and values of Global Communities.
- Undergraduate degree in related discipline and a minimum of 8 years of related work experience or a minimum of 12 years of related work experience.
- Degree in international development, agriculture, or climate change preferred.
- Relevant graduate degree(s) preferred.
- Minimum 5 years’ experience with USAID programming.
- Direct experience designing and technically supporting USAID climate adaptation and resilience building programs with RFSA experience a plus.
