Business Unit Overview

We are seeking a Director of ITS Business Administration to join the ITS VPU. This role is responsible for managing the business of ITS, developing a future ready ITS workforce, leading the transformation of ITS to an adaptive organization, and serving as an advisor to the WBG CIO, all focused on enabling ITS to deliver technology solutions that enable the WBG to scale capabilities needed to achieve our mission of creating a world free of poverty on a livable planet.
In this role you will lead, manage, and coach a global and diverse team of cross-functional resources to oversee technology governance and performance management, execute the business of ITS, develop the ITS workforce and culture, drive ITS transformation initiatives, and ensure efficient and sustainable ITS sourcing and procurement, while fostering a culture of innovation, sustainability, and agility.
You will collaborate with other members of the ITS Management and Leadership teams to continually evolve the ITS organization and maximize the value of technology investments at the WBG. This role stands at the center of business and technology and requires an experienced leader to fully leverage the force multiplier effect of technology on driving digital transformation and business value. You will be a strategic visionary, collaborative leader, and change agent.
Duties & Responsibilities
The primary role and responsibility of the WBG Director of ITS Business Administration will be to:
Strategy and Advisory
•Collaborate with ITS Management and other stakeholders to develop and execute a multi-year strategy and roadmap for the CIO Technical Operations & Strategy that drives measurable value for the business in alignment with the broader ITS strategy and WBG priorities.
•Be a trusted advisor for the WBG CIO and other stakeholders driving strategic discussions and influencing decisions in areas such as adaptive IT organizations, IT transformation, agile ways of working, lean portfolio management, and IT workforce strategy and management. Implement ITS organizational and operating model changes.
•Maintain deep understanding and knowledge of relevant business and technology trends, leading practices, and the WBG business to identify opportunities to deliver technology-driven business value.
•Represent ITS on different institutional bodies and governing forums.
Governance and ITS Business Management
•Maintain end-to-end accountability and ownership for technology governance, performance management, and financial management while effectively managing and mitigating risks and ensuring compliance with policies, standards, procedures, and security requirements.
•Define and manage the WBG technology governance framework including terms of reference, decision authority, governance forums, operating model, accountability methods, reporting, and alignment with WBG enterprise governance.
•Oversee tracking, analysis, and reporting of the integrated ITS portfolio of programs, solutions, and initiatives ensuring visibility and transparency for business partners and stakeholders.
•Oversee ITS portfolio value case tracking and benefits realization activities.
•Design and manage ITS performance management and reporting processes, dashboards, and metrics providing insight into ITS VPU performance and value delivered to WBG.
•Design and execute ITS financial and budget management processes in close collaboration with business partners. Track and report ITS financial metrics, analyze trends and resolve variances to plan (e.g., budgeted versus actual costs).
•Drive accountability for financial management across VPU.
•Ensure consistent and transparent accounting of cost allocations and chargebacks to WBG organization groups.
•Manage, optimize and report on IT assets throughout the asset lifecycle including location, value, depreciation, and end of life plans.
Transformation Management and Enterprise Change Management
•Establish a fully functioning Transformation Office with defined strategy, roadmap, value case, and project portfolio with projects delivering measurable value. Oversee the execution of high-impact, enterprise wide, strategic programs, and digital transformation initiatives.
•Define and oversee ITS transformation strategy, governance, change enablement, and value realization. Create lightweight governance playbooks. Ensure adoption of transformation standards across the VPU.
•Manage and report on the integrated portfolio of ITS transformation initiatives for WBG.
•Establish and operate a Lean Agile Center of Excellence to drive adoption of standard ITS delivery methods. Select and implement ITS Agile framework enabled by adoption of common ITS delivery processes, standards, and tools.
•Implement lean portfolio management practices and value-focused ITS portfolio performance reporting dashboard and accountability metrics
•Oversee establishment of Organizational Change Management (OCM) practice as part of the services to enable adoption of technology-driven change.
•Communicate cultural aspirations, leverage tactics to drive culture improvements.
Workforce Management, Learning and Knowledge Management
•Maintain end-to-end accountability and ownership for technology workforce strategy and management while effectively managing and mitigating risks and ensuring compliance with policies, standards, procedures, and security requirements.
•Define and implement ITS workforce management, talent development, and talent performance management strategies, plans, and processes aligned with ITS strategy and WBG corporate policies. Ensure performance and contribution accountability across all levels in the VPU.
•Design, implement, and manage a future ready ITS career framework with a complete understanding of current ITS workforce skills, and implement a comprehensive continuous learning program to enable ITS staff to develop the skills they need to be successful in their roles and grow their careers. Define individual learning plans.
•Define and implement a future ready ITS career architecture. Provide guidance on effective team topologies to ITSMT.
•Design, implement and manage IT leadership development and skilling. Foster development of future leaders.
•Ensure there are processes in place to capture, distribute and effectively use IT knowledge across the WBG, driving continuous learning and improvement. Act as the point of contact to external research and advisory services.
Supplier Management
•Maintain end-to-end accountability and ownership for technology supplier and procurement management while effectively managing and mitigating risks and ensuring compliance with policies, standards, procedures, and security requirements.
•Define and execute ITS sourcing strategies, ensuring that all items and services are sourced in a consistent and sustainable manner.
•Prepare CIO for any supplier/vendor meetings.
•Monitor, measure, report, and review performance of suppliers and vendors; take corrective action as needed.
Communication Management, Partnerships, and Staff Engagements
•Manage and execute activities related to business communications, enterprise outreach, and strategic partnership activities.
•Implement ongoing program of initiatives to achieve desired ITS values and culture.
•Position VPU leadership in partnership with ECR to optimize brand leadership.
•Plan and execute staff and ITSMT engagement opportunities.
Within the first year, this leader will be specifically responsible for:
•Evaluate current capabilities, strategies, roadmaps and staff, providing an informed current state assessment and future state proposal within 120 days.
•Complete lean process redesign for at least two critical operational processes, in partnership with business colleagues. Quantify improvements.
•Improve psychological safety in the unit.
•Establish the Transformation Office and publish a charter.
•Determine a financial management framework and complete its initial implementation.
•Select the Agile methodology and publish the transformation roadmap.
Selection Criteria
In addition to having a strong work ethic and unquestionable integrity, the selected leader will have the presence to establish immediate credibility with Senior Management and a complex group of stakeholders. They will possess outstanding intellect, leadership and analytical abilities as well as excellent interpersonal, communication and presentation skills. A successful candidate will possess qualifications such as:
•Master’s degree in computer science, engineering, business, or relevant discipline with 15+ years of experience in an IT executive leadership position in a global organization, or equivalent combination of education and experience.
•10+ years of IT leadership experience focused on strategy, governance, program/portfolio management, financial management, and/or workforce management in a global organization.
•Proven record of success in a similar role or senior IT leadership position at a large financial services organization preferred.
•Thorough knowledge of technical processes and life cycle methodologies (Agile, DevOps) from project management to software development and execution.
•Demonstrated experience with implementing agile/adaptive operating models, culture, and leadership to reinforce the organization’s ability to innovate and respond to market demands.
•Deep experience with lean portfolio management and agile governance practices.
•Strong experience and understanding of IT business management processes and tools.
•Demonstrated experience defining and implementing workforce and talent management strategies and plans.
•Deep experience and knowledge working with industry-leading IT business management, financial management, and Agile frameworks, solutions and technologies.
•Proven ability to effectively partner with business stakeholders to build strong partnerships, foster good governance, ensure strategic business/IT alignment, and transform relationships at the senior level.
•Proven experience in managing and negotiating with global and niche IT service vendors, including leveraging fixed price contracts, managed service contracts, staff augmentation frameworks, and other sourcing models to ensure optimal delivery of expertise at the right price point.
•Expertise in sustainable sourcing leading practices, technologies, and solutions.
•Demonstrated ability to lead metrics driven continuous improvement in complex technology organization.
•Advanced knowledge and experience in IT management practices, agile software development practices, and global IT delivery models.
•Demonstrated success designing, leading, and executing technology strategies and large-scale IT-enabled business transformation initiatives across a global organization.
•Strong collaborator with outstanding interpersonal and diplomatic skills, including the ability to facilitate, negotiate, and influence for successful outcomes. Ability to influence decision makers through collaboration, education, and working partnerships.
•Demonstrated ability to lead and manage diverse multi-functional teams in multiple locations globally.
