This call for resumes is in anticipation of a future solicitation, which will work to foster a better business enabling environment, provide support for competitive industries and firms, boost job creation, and increase exports. Any positions offered are contingent upon contract award and FCDO approval.
The senior leadership team will be responsible for project implementation, management, and results. They will liaise with FCDO and establish and maintain constructive working relationships with counterparts and with implementers of related donor programs.
Person Specification
Senior leadership positions require substantial experience leading and/or implementing complex technical assistance programs in related technical fields, with a proven track record of programmatic accomplishment, professional achievement, management competence, and interpersonal skills.
- Track record of business development including successfully pursuing, capturing and winning new opportunities.
- Subject matter expertise in reconstruction planning and delivery, regional planning, infrastructure, infrastructure financing or sustainability and socio-economic recovery and development.
- Experience and understanding with designing, delivering and financing of complex high value infrastructure or economic growth projects, including budgetary, financing, quality and timeline requirements.
- Knowledge of public and private procurement processes and ability to draft and review project and bid documents.
- Understanding of the international finance institutions, reconstruction sector and private and public sector investments in large-scale infrastructure and reconstruction.
- A developed network of relevant senior contacts in the infrastructure, engineering and infrastructure financing sector; and experience delivering programmes for the likes of the EBRD (EBRD), World Bank, national governments in eastern Europe, the European Investment Bank (EIB), British International Investments and the UK Department for Business & Trade.
- Strong organisational skills, time management and ability to work independently and meet output objectives with minimal supervision;
- Willingness to travel in and around Ukraine for meetings and stakeholder engagement, and experience working in fragile and conflict affected states (FCAS).
Skills and Qualifications
- At least a bachelors degree – or equivalent experience – in business, economics, or a related field (master’s degree would be ideal)
- At least 10 years of successfully managing complex private sector development or economic growth development projects; this should include significant experience working in Ukraine in particular
- Successful working experience in at least one of the following technical areas: private finance (with a focus on FDI attraction and war insurance); (ii) local economic recovery (experience working in MSME support and growth); (iii) economic recovery planning and infrastructure.
- Experience coordinating complex relationships and collaborative partnerships with key Ukrainian government stakeholders, ideally advising or operating within government directly
- Demonstrated ability to manage a highly skilled, interdisciplinary team; manage productive relationships with a broad range of stakeholders; and implement robust monitoring, evaluation, and learning systems
- Based in Ukraine or ability and willingness to be deployed in Ukraine for an extended period of time.
- Excellent oral and written Ukrainian language communication skills are required.
- Excellent oral and written English language communication skills are required.
- Previous experience delivering work for the UK government, and especially FCDO, is desirable.
- Private sector experience in banking or consulting are desirable
