- Responsible for reviewing and assessing the financial quality of grant proposals received and making appropriate recommendation in negotiation of Grant Agreements.
- In coordination with the Grants Manager will conduct pre-award assessments to assess internal controls, and will make recommendation to strength or improve administrative, operative and finance procedures and policies.
- In coordination with the Grants Manager, will audit the recurring expenditures of the organization for reimbursement and payment, determining if expenditures are allowable following the final budget authorized to the organization and in accordance of USAID financial guidelines. The finance manager will also work with Social Impact HQ staff to ensure cost allowability.
- The GFM will be responsible for communication with the Grantee financial staff to ensure responsiveness and resolution to advance reconciliation and timely reimbursements.
- The GFM will be responsible for tracking and communicating Grantee financial burn rates and where appropriate provide insight and recommendations on spending trends.
- The GFM will conduct post award orientations sessions to train grantees on USAID guidelines and regarding recurring reporting requirements.
- During the implementation of the grants the GFM will provide guidance to grantees as needed. The GFM is required to report concerns or financial issues regarding Grantees.
- Degree in Finance, Economics, or a related field; Graduate degree preferred.
- 3-5 years of donor-related international development grant management experience.
- Significant experience in developing curriculum and implementing training on grant and financial management including the following topics: risk management, book keeping, human resources, accounting, travel arrangements, and compliance.
- Expert knowledge of USAID rules and regulations.
- Prior experience working with Civil Society Organizations.
- Excellent written and spoken English and Spanish skills required.
