Antecedentes: El Programa Ampliado de Inmunizaciones (PAI) establecido en el país en 1979 como parte de la Secretaria de Salud de Honduras tiene como objetivo principal disminuir la morbilidad y mortalidad por enfermedades infecciosas prevenibles por vacunas, principalmente en niños menores de 5 años de edad, mujeres en edad fértil y grupos especiales en riesgo.
Entre estas enfermedades prevenibles por vacunas están: Tuberculosis, Tosferina (Tos Convulsiva), Tétanos, Difteria, Poliomielitis paralítica, Diarrea por Rotavirus, Enfermedades invasivas producidas por Haemophilus influenzae tipo b (Hib, especialmente Meningitis), Sarampión, Rubéola, Parotiditis, Infecciones invasivas por Neumococo, Influenza Estacional y Pandémica.
Uno de los grandes avances que se han tenido en el país es haber recibido en el año 1994, el certificado de la erradicación de la circulación del poliovirus salvaje. Para mantener este certificado vigente en el país ha sido fundamental mantener coberturas de vacunación por encima del 90%; este porcentaje de cobertura ha disminuido drásticamente desde el inicio de la pandemia por COVID-19. Asimismo, el 8 de febrero del 2023 la OPS/OMS ha emitido una alerta epidemiológica por sarampión “Considerando la disminución de las coberturas de la primera y segunda dosis de la vacuna contra el sarampión, rubeola y parotiditis (SRP1 y SRP2) y la ocurrencia de casos de sarampión en países de la Región, la Organización Panamericana de la Salud / Organización Mundial de la Salud (OPS/OMS) insta a los Estados Miembros a actualizar sus planes de respuesta ante la posibilidad de ocurrencia de brotes y reitera que la vacunación y la vigilancia epidemiológica de las enfermedades prevenibles por vacunación son servicios de salud esenciales y no deben ser interrumpidos”.
En vista de lo anterior; el PAI ha considerado como una prioridad urgente elevar la cobertura de vacunación contra la poliomielitis y sarampión para mantener la certificación vigente en el país de erradicación de circulación de poliovirus en el país y contribuir con la declaratoria del año 2016 a la región de las Américas como libre de sarampión; aunque se han reportado aumento de casos en la región entre los años 2017 y 2019.
La medición de coberturas de vacunación en población elegible de vacunas se realiza a través de un consolidado de dosis de vacunas aplicadas en los establecimientos de salud del primer nivel (alrededor de 1600) y segundo nivel de atención (32 hospitales), a nivel nacional; mismos que reportan a las Regiones Sanitarias (20 en total a nivel nacional); y éstas a su vez reportan al PAI, donde se realizan las mediciones de coberturas de las diferentes vacunas.
ChildFund, en conjunto con UNICEF, llevarán a cabo el proyecto “Movilización comunitaria social para aumentar coberturas de vacunación en la Región Sanitaria Metropolitana del Distrito Central”, cuyo objetivo es apoyar la implementación del plan de contingencia para aumentar coberturas de SRP y Polio en campaña y posteriormente apoyar el aumento de las coberturas de vacunación del programa sostenido.
Descripción del puesto Coordinar la intervención del proyecto UNICEF- Movilización comunitaria y mercadeo social para incrementar la demanda espontánea de servicios de vacunación y aumentar coberturas de niños y niñas sujetas de vacunas en la Región Sanitaria Metropolitana del Distrito Central
Funciones y Responsabilidades de la posición
- Coordinar y supervisar el desempeño del equipo técnico y administrativo conformado por: un supervisor de campo (M&E), seis promotores y un administrador/contador.
- Desarrollar el plan de trabajo conjunto del equipo del proyecto para asegurar la ejecución y cumplimiento de las actividades definidas de cada área de trabajo.
- Participar en las mesas intersectoriales implementadas tanto de red humanitaria como con las mesas de salud establecidas a nivel regional y/o departamental.
- Servir de enlace técnico entre SESAL, ChildFund y UNICEF, responsable de garantizar la implementación directa del proyecto.
- Planificar, coordinar y desarrollar las actividades para acompañar a la región sanitaria Metropolitana en el cumplimiento de su cobertura de vacunación.
- Asegurar actividades de inducción al equipo y asegurar procesos de capacitación al personal de salud en el marco de la ejecución del proyecto.
- Reuniones de equipo y con oficina de país de ChildFund para asegurar calidad de implementación y coberturas definidas en el marco del proyecto.
- Desarrollar el plan de trabajo conjunto del equipo del proyecto para asegurar la ejecución y cumplimiento de las actividades definidas de cada área de trabajo.
- Participar en las mesas intersectoriales implementadas en el valle de sula, tanto de red humanitaria como con las mesas de salud establecidas a nivel regional y/o departamental.
- Participación activa en las convocatorias realizadas por la Región Sanitaria Metropolitana del Distrito Central, Subsecretaría de Redes Integradas de Servicios de Salud de la SESAL, Programa Ampliado de Inmunizaciones (PAI)
- Asegurar la disponibilidad de equipo y suministros para garantizar la ejecución de acciones comunitarias en establecimientos de salud priorizados en el marco del proyecto.
- Acompañar al equipo administrativo en la ejecución de procesos administrativos de adquisiciones y logística siguiendo las políticas institucionales definidas por UNICEF y ChildFund.
- Asegurar el desarrollo del plan de capacitaciones y seguimientos de coberturas de vacunación con el (la) supervisor (a) del proyecto en conjunto con el personal técnico de la SESAL de los establecimientos de salud priorizados.
- Elaboración de informes y reportes técnicos del proyecto según el requerimiento del donante, autoridades de UNICEF y ChildFund.
- Informar técnicamente a la oficina de país de ChildFund sobre la ejecución de los procesos en el marco del proyecto.
- Participación en reuniones técnicas y de campo con el (la) oficial de la oficina de país que dará acompañamiento a la ejecución del proyecto.
- Realizar reuniones técnicas y de incidencia con las autoridades locales del municipio del Distrito Central (alcaldía, oficina de la mujer), ONGs de asistencia humanitaria a nivel local, agencias de cooperación y; de la Secretaría de Salud en los niveles locales y regional (coordinadores de establecimientos de salud, equipos regionales) para asegurar apertura y disponibilidad para desarrollar el plan de trabajo en el marco del proyecto.
- Mantener actualizado el mapeo de los contactos institucionales a nivel local.
- Realizar presentaciones técnicas sobre avances de ejecución del proyecto a las autoridades de UNICEF, ChildFund y Secretaría de Salud.
- Apoyar los procesos de monitoreo y rendición de cuentas en el marco del desarrollo del proyecto.
- Establecer apoyo técnico a la Región Sanitaria para elaborar, implementar y monitorear un plan para asegurar la aplicación de los biológicos (vacunas) priorizados en el marco del proyecto.
- Asegurar la adecuada y oportuna entrega de servicios a nivel comunitario y de establecimientos de salud.
- Cumplir con los protocolos y actividades de seguridad en el desarrollo del proyecto (seguridad local y bioseguridad en contexto de la pandemia por COVID-19).
Requisitos
- Profesional de la medicina con título de medicina general.
- Experiencia en manejo de personal sanitario a nivel de establecimientos de primer nivel de atención.
- Experiencia en coordinación en situaciones de respuesta humanitaria.
- Coordinación y conformación de Equipos de Salud Familiar (ESFAM) y comités de salud; y su vinculación entre los establecimientos de salud institucionales con la comunidad.
- Coordinación de actividades de desarrollo comunitario (planes de desarrollo comunitario y apoyo a las autoridades locales en acciones de focalización en salud).
- Entrega de servicios de salud en las comunidades en contexto de emergencia.
- Excelentes habilidades de comunicación y capacidad demostrada para trabajar como parte de un equipo.
- Capacidad de trabajo multisectorial y bajo presión.
- Capacidad de coordinación y establecer sinergias con organizaciones humanitarias y de base comunitaria de desarrollo.
- Disponibilidad inmediata
- Conocimiento del sistema de salud en Honduras, conocimiento de las normas, protocolos, guías y políticas relacionadas con la atención en salud con especial énfasis en el PAI.
- Habilidades para realizar informes y presentaciones técnicas con alta calidad.
- Manejo de Office (Word, Excel, Power Point).
