Position Summary:
The Learning Portfolio Manager (LPM) is responsible for the overall management and leadership of a project’s learning portfolio and providing adult learning and organizational development expertise. LPMs lead implementation of learning strategies for select clients across a project. The LPM will supervise and coordinate the work of Adult Learning Specialists and Project Associates to successfully implement diverse types of learning activities, including in-person events, virtual conferences, virtual learning communities, webinars, retreats, and strategic planning meetings. The LPM will employ diverse cutting-edge methods to ensure learning acquisition and application.

Primary Role and Responsibilities:
In both virtual and face-to-face contexts:
- Manage overall learning portfolio and team.
- Provide input and draft content for work planning, budgeting, monitoring, evaluating, and reporting.
- Collect and analyze data to identify needs for training and organizational development interventions
- Work closely with client counterparts to continuously identify training and learning needs and analyze results to develop new learning programs or modify and improve the effectiveness of existing programs.
- Plan, develop, and provide or facilitate training programs, incorporating latest adult learning theories and expertise, and help determine best delivery modalities including microlearning, face to face events, e-learning, etc.
- Lead learning team contributions and help facilitate project team, client, and implementing partner meetings.
- Oversee and coordinate learning team team members and other TRG adult learning specialists to develop and deliver training and facilitations including all materials, delivery, and final deliverables ensuring quality and efficiency of resources.
- Develop and organize training manuals, multimedia visual aids, and other educational materials.
- Design and facilitate retreat, team building programs, knowledge-sharing fora, and strategic planning initiatives
- Apply organizational development, training, facilitation, systemic change, and related skills as part of large-scale international development and technical assistance projects throughout the world
- Lead or support activity coordination (e.g., activity start-up tasks, establish project plans, monitor timelines, draft monthly design progress reports for clients)
Qualifications, Abilities, and Education Requirements:
- Education – Master’s degree or equivalent education/work experience in a related field (i.e., organizational learning, adult education, international development, international or multicultural communication, international business, or management).
- Experience: Organizational learning practitioner with at least 10 years of developing and delivering training and learning experiences for adults. Experience should include organizational learning, KM, management, training needs assessment, and/or related activities. Experience in environmental issues and environmental projects is a plus.
Key Skills and Abilities:
- Ability to design and facilitate state of the art adult learning programs and provide this expertise to the client .
- Skilled in applying and appropriately adapting organizational learning models and frameworks, particularly within a variety of cultural and cross-cultural contexts.
- Experience coordinating and managing a training portfolio and with Learning Management Systems.
- Understanding or familiarity with the concept of Learning Agendas and Collaborating Learning and Adapting.
- Demonstrated ability to work with multidisciplinary teams, including technical experts, other adult learning and OD specialists and different client systems.
- Ability to listen, absorb, and synthesize, orally and in writing, the key themes from data gathered in interviews, background documents, and group discussions.
- Flexibility to craft a customized approach that is entirely focused on the client’s needs.
- Demonstrated comfort, confidence, and effectiveness providing training and OD aservices in a broad variety of settings in the US and internationally. Proven ability to provide these services virtually.
- Interest in and ability to quickly learn the technical language, key issues, and culture of the clients with which we work.
- Genuine and demonstrated curiosity about effective approaches to individual, team, and organizational development and learning and how they can contribute to our clients’ success.
- Interest and ability in building lasting relationships with clients and colleagues – a natural connector who sustains work opportunities for themselves and others.

- Strong attention-to-detail.
Preferred Skills:
- Strong coordination and writing skills.
- Knowledge and experience working with USAID, particularly in the Environment sector areas.
- Interest and experience in applying technology for organizational learning and training.
- Life and/or work experience in developing countries.
- Familiarity with the international development sector.
- Experience with teleconferencing/webinar platforms such as Google Meet, Zoom, Adobe Connect, and MS Teams.
Physical Requirements:
• Prolonged periods sitting at a desk and working on a computer.
• Occasionally may have to lift up to 15 pounds.
