Description
The Country Health Information Systems and Data Use program (CHISU) is designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. CHISU works with USAID- supported host country health managers, health workers, and other stakeholders to strengthen the enabling environment of health information management and strategic planning in order to: improve harmonization of fragmented information systems, reduce duplication of data collection, and improve monitoring and tracking of a country’s own health trends and priorities.
The Program Officer (PO) will work closely providing support to the donor, headquarters and country technical, finance and administrative staff to help ensure that CHISU functions efficiently in the areas of administration, finance, contracts, management and operational issues per JSI protocols. The PO will work under the supervision of the CHISU Finance & Operations Director.
RESPONSIBILITIES
- Acting as a liaison between the field and home office staff in order to provide effective support;
- Providing strategic leadership in meeting coordination and tracking for the donor, project technical and operations teams, and partners; -Monitoring and providing administrative support for field activities, including scheduling and meeting minutes;
- Providing guidance and support for procurements for projects;
- Monitoring subcontracts and liaising with US based subcontractors;
- Liaising with USAID Missions, as well as other funders regarding administrative and contractual matters when appropriate;
- Providing logistical and administrative support to expatriate field staff and expatriate consultants;
- Collaborating with technical staff to identify and recruit headquarters and field staff and consultants for project assignments;
- Providing support to the project team for technical assistance visits
- Consultant and Contract monitoring;
- Assisting in the preparation, review, and dissemination of project reports;
- Working with technical staff to develop program budgets;
- Coordinating orientation processes for all staff;
- Supporting project HR needs, including development of local policies and procedures, recruitment, and staff hiring;
- Providing support for field office safety and security;
- Carrying out other relevant tasks as necessary.
QUALIFICATIONS
In your day-to-day work, you’re excited to be in a role where each day presents new challenges. You may jump from a meeting about an upcoming conference to facilitating a high level coordination meeting with the donor, then move on to processing payments. You will oversee country offices remotely to ensure administrative and financial compliance. You’re adept at multitasking and consider yourself to be detail- oriented and a great and easy communicator. You have creative strategies for managing competing priorities coming at you from multiple teams. JSI seeks a results-oriented individual with the ability to produce and lead teams in producing high quality deliverables, managing multiple concurrent tasks, and meeting tight deadlines with attention to detail. The successful candidate will have:
- A Bachelor’s degree and a minimum of two years working in the field of international development or public health, including relevant in-country experience or a Master’s degree with one year experience.
- Previous experience backstopping overseas field offices preferred, including relevant in-country experience
- Strong time management/task prioritization skills
- The ability to work independently and in groups, to manage multiple tasks concurrently, and to meet deadlines with attention to detail and quality
- Computer literacy in MS Office Suite (e.g., MS Word, Excel, and PowerPoint)
- Experience with SAP Concur preferred
- Excellent interpersonal and team skills–demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants
- Strong oral and written communication skills
- Fluent spoken and written English required and French preferred
