The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.
The PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalisation in the context of Russia’s aggression.
PFRU is seeking to hire a senior-level consultant on the Research, Monitoring, Evaluation, and Learning (RMEL) component to assist the team in carrying out a variety of tasks, including overseeing the implementation of the monitoring plan, drafting and reviewing monitoring tasks, coordinating programme-level research, analysing progress against outcomes, and devising methodologies for data collection across various efforts. The RMEL consultant will also support the team in the development of learning deliverables and research efforts for the quarterly strategic review.
Responsibilities:
- Regularly review the monitoring plan and ensure adherence to the data collection tasking and analysis.
- Assist the team in conducting outcome level analysis in accordance with the Theory of Change (TOC) and behavioural models.
- Identify change stories for the quarterly report, support the implementation of related data collection plans and review change story drafts ahead of sharing with the Coordination and Reporting Lead.
- Support the components’ monitoring data collation for the quarterly report and assist in drafting RMEL’s section of the report.
- Assist in devising and implementing research methodologies for the fund-level outcomes and outcome harvesting and in the analysis of results.
- Assist the team with programme-level research tasks, including reviewing scopes of work, coordinating with service providers, conducting desk reviews, and reviewing results.
- Assist in reviewing PFRU documentation, aggregation of lessons, and identifying thematic learnings for the quarterly strategic review.
- Support the development and drafting of the learning deliverables.
- Perform other tasks as requested by the RMEL Director.
Required Skills and Qualifications:
- University degree in a relevant field.
- At least 5 years of demonstrated experience in research, monitoring and evaluation.
- Experience in working with reporting systems of international organisations or donor-funded programmes.
- Strong understanding of research methodologies
- Strong analytical and problem-solving skills.
- Strong communication, presentation, and management skills.
- Fluency in English, written and spoken. Knowledge of Ukrainian is strongly preferred.
Reports to: RMEL Director.
Type of Assignment: 20 days/month.
Duration of Appointment: 3 months.
Location of Assignment: The assignment is preferably based in Kyiv, but we will consider a remote arrangement with travel to Kyiv, Ukraine.
