Chemonics seeks a Technical Director for the USAID Global Health Supply Chain Program – Procurement and Supply Management project in Eswatini. This project is the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Technical Director will be responsible for assisting the Country Director with development and implementation of management systems and supervision of technical staff. They will both provide oversight of all technical aspects of the project and provide technical assistance to improve partner countries’ management of the health commodities supply chain and collaborate with key international stakeholders to support global health initiatives.

Responsibilities include:
- Support efforts to improve and strengthen in-country supply chain to ensure health products are available when needed and can get to where they are needed.
- Support the Eswatini Ministry of Health and supply chain operators to improve core supply chain functions; improve visibility at all levels of the supply chain to strengthen accountability; and strengthen environments for commodity security through increased knowledge management and dissemination.
- Collaborate closely with the Central Medical Store (CMS) and provide guidance to the Warehouse Operations Advisor to strengthen central level warehousing and distribution
- Oversee the implementation of “Quick Wins” to improve CMS’ warehousing operations performance
- Oversee the process of transitioning CMS to an autonomous entity, including oversight of STTAs, coordination with Global Fund and World Bank support, monitoring progress against the roadmap, serving on the Transition Task Team
- Oversee the global commodity procurements and processes for quantified PEPFAR supported country needs.
- Assist CMS in responding to queries from Global Fund regarding quantification, procurement and stock status
- Provide oversight for implementing short term and long-term pharmaceutical waste management strategies
- Participate in the development of the next National Supply Chain Strategy
- Ensure that national quantification exercises and quarterly supply plan updates are completed for all program health commod
- Provide the necessary oversight and technical guidance required to develop and implement modalities for tracking availability and movement of program commod
- Participate in various Technical Working Groups and serve as primary contact to ensure coordination with MOH programs and partners
- Ensures preparation and dissemination of regular stock status repo
- Serve as supervisor of record for the Warehouse Operations Advisor, Forecasting and Supply Planning Advisor and Lab Advisor
- Serve as the Acting Country Director in the absence of the Country Director.
Qualifications:
- University bachelor’s degree in pharmacy, Pharmaceutical Sciences, Supply Chain or relevant degree
- Minimum of 10+ years pharmaceutical and supply chain sector policy design, implementation, monitoring and evaluation experience
- Proven leadership, management, supervision skills, presentation skills and Strong English language writing
- Minimum 2 years of experience in a leadership position working on a USAID project.
- Demonstrated ability to build and maintain relationships with senior-level officials, including productive interactions with government agencies, NGOs, private sector groups, USAID, and donor organizations.
- Experience working in Eswatini is preferred.
- Microsoft Office suite fluency (Excel, Word, PowerPoint)
- USAID/PEPFAR working experience would be an advantage
- Other soft skills and capabilities are required
- Demonstrated leadership, versatility, and integrity
