JSI Research and Training Institute, Inc (JSI), a Boston-based public health management firm dedicated to providing high quality technical and managerial assistance to public health programs throughout the United States and the world, is currently recruiting for a Chief of Party for the anticipated USAID Improved Maternal, Newborn, and Child Health (MNCH), Immunization, and Nutrition Activity in Mozambique. The project’s objectives are an increased adoption of healthy MNCH, immunization and nutrition behaviors; improved access to MNCH, immunization, and nutrition services; improved provision of quality MNCH, immunization, and nutrition health services; and strengthened health systems for quality MNCH, immunization, and nutrition. The project’s focus provinces are Nampula, Zambezia, Niassa, and Tete.
Job Summary:
The Technical Director is a member of the Senior Management Team of the project and reports to the Chief of Party. The Technical Director responsibilities shall include the overall coordination of program implementation activities conducted by the technical team, and ensuring that the delivery of high-quality, client-focused, integrated approaches of MNCH, immunization, and nutrition health services are successfully implemented. They will facilitate collaboration across the geographic scope of the project and identify opportunities for knowledge transfer across project partners and Ministério da Saúde (MISAU) staff at the national and subnational levels.
This position may be based in Maputo or Nampula or other location to be determined.
RESPONSIBILITIES
- Determines strategies and priorities for the program’s technical work in conjunction with the technical advisors/leads, partners and in-country teams in collaboration with appropriate USAID staff.
- Provides overall technical oversight of and encourages innovation and technical excellence in all program activities.
- Supervises technical staff and guides their work and short-term technical assistance activities.
- Provides assistance in the development and application of strategies and tools for periodic evaluation of the impact of project activities.
- Develops and coordinates quantitative and qualitative analyses to provide insight on interventions to improve system strengthening and service delivery of MNCH, immunization, and nutrition programming across all levels of the health system.
- Ensures that MNCH, immunization, and nutrition technical frameworks, tools and lessons are made widely available and that lessons are disseminated at local, district, and national levels.
- Serves on the SMT to ensure development, integration, implementation, and collaboration of system processes and tools essential to project success.
- Reviews deliverables for completeness, accuracy, and overall quality.
- Addresses, in conjunction with the SMT, challenges facing the program that impact technical approaches.
- Provides strategic guidance to the documentation and dissemination or project results.
- Lead annual performance assessments, goal setting, and assist professional development for directly reporting technical staff.
QUALIFICATIONS
- Medical degree, master’s degree in public health or related field or equivalent experience.
- Minimum of 12 years of progressive experience including management experience in large complex international development projects with extensive local, district, and central service delivery implementation components.
- Experience in strengthening integrated health service delivery systems and public health in Mozambique or other countries in East Africa.
- Experience managing subcontractors/partners as part of cooperative agreement service delivery.
- Experience in participating in relevant technical working groups at the national or sub-national level.
- Proven track record that demonstrates leadership skills, project management, budget and resource management experience, and client relationship management capability.
- Demonstrated program management competency and effective communication skills in dealing with clients, partners, and other public health professionals.
- Ability to work in diverse settings with public, private, and NGO sectors.
- Fluency in English and Portuguese with strong oral and written communication.
